Head of Policy: People and Work

Chambers of Commerce also provide a respected voice to the business communities they represent, ensuring their priorities and concerns are heard in the corridors of power.

The Head of Policy: People and Work will lead BCC public policy on all matters relating to employment and skills.

Provide evidence-based analysis and commentary on a range of policy areas and present to key stakeholders in a variety of formats (presentations, written, verbal) as required by the business. Contribute to UK Parliamentary Select Committee inquiries. Produce reports, thought leadership pieces and other publications.

Deliver strategic advice and analysis to support the development of compelling policy positions to take to decision makers.

Provide content on policy issues to support the work of the BCC’s Director General, President and senior colleagues in their external engagement.

Advise local Chambers and BCC teams on policy positions to support their engagement with stakeholders.

Develop and manage groups of expert stakeholders to help develop BCC policy positions, including secretariat duties such as managing lists, preparing meeting papers and minutes.

Lead on engagement with relevant government departments and other stakeholders in relation to specific policy areas.

Manage and develop staff who are direct reports working on the People and Work agenda.

Contribute to the organisation’s research initiatives, e.g. reviewing assumptions and outputs from work managed by the BCC Research team, and producing reports based on the results.

Represent the BCC at external events and conferences and on external bodies and sub-groups.

Represent the BCC in broadcast, print, or online media as requested by the Communications and Public Affairs Team.

Support colleagues in relation to the organisation’s commercial objectives

Be flexible, and lead, or contribute to, other policy issues as required.

Essential

Undergraduate Degree or higher, or other relevant professional qualification.

Demonstrable experience of dealing with matters relating to public policy, including developing policy proposals.

Able to communicate (both in verbal and written form) on complex policy issues to non-specialist audiences and experience of public speaking.

High level of numeracy and writing skills and excellent attention to detail.

Adopts a critical thinking and analytical approach to problem solving.

An enthusiastic self-starter with excellent inter-personal and collaborative skills, able to work with high degree of autonomy, manage priorities and workload within objectives set by the Deputy Director of Policy.

Preferred

Experience of working in commercial partnerships and/or experience in consultancy

Responsible for devising and executing strategies to drive forward goals across their own and their team’s areas of expertise

Competent levels of knowledge across multiple areas.

Able to lead junior, peers and senior colleagues in team and across other departments to deliver goals.  Manage and develop own team.

Responsible for developing senior relationships with Chambers and external stakeholders relevant to their team and devising services and products to suit member and commercial needs. Devises and delivers team budget.

Produces clear and concise briefings in a variety of formats and is responsible for content in team’s area.  Authority to approve communications from their team’s area to external audiences.

Reviews briefings from direct reports to ensure quality. Briefs colleagues, Chambers and external stakeholders.  Presenting at conferences, media, commercial meetings & others on matters related to their team’s work.

Contract type: Permanent

Reporting line: Deputy Director – Public Policy

Hours of work: Monday to Friday, 35 hours per week, full-time. Periodic on-call time in addition. 

Location: Office based at BCC, 65 Petty France, London.  Flexibility to work from home for a maximum of 2 days per week.
