Business Infrastructure Commission
With a General Election looming and the country facing the toughest spending environment for decades, this Commission has been created by the BCC to ensure that business views on infrastructure funding, long-term planning, and national priorities continue to be heard at the highest levels of Government.

Professor David Begg, Chair of the Commission
Professor David Begg is a chairman and non executive board member on two major private sector transport companies, chairman and adviser on public sector transport boards, a publisher and director of a transport consultancy.

David Frost, Director-General, British Chambers of Commerce
David Frost has been Director General of the British Chambers of Commerce since January 2003.
The British Chambers of Commerce represents over 100,000 businesses through a network of 55 Accredited Chambers of Commerce. The role of the BCC is to promote the interests of British Business and represent the interests of the Chambers of Commerce. A subsidiary company, BCC Enterprises, develops a range of commercial activities for the benefit of Chambers and their members.

Mike Forster, R3 Strategic Director, BAA
Mike was appointed to BAA’s Executive Committee in September 2007 initially as Strategy Director, responsible for leading the development of BAA's short, mid and long-term strategy. In 2008 he added the responsibility for Regulation and Planning but following the Government announcement in January 2009 is now focused on the delivery of the third runway at Heathrow.

Tony Collins, Chief Executive, Virgin Rail
Tony Collins enjoys the challenges of running Britain’s high-profile train operator, as Chief Executive of Virgin Trains. Collins, who has worked for Virgin Trains since 1999, has been Chief Executive since 2004.

Andy Godfrey, Public Policy Manager, Boots
Andy Godfrey began his retail career in store operations, working as a manager within store and regional teams for more than 15 years.
For the past 12 years, as Public Policy Manager for Alliance Boots, Andy Godfrey has represented both the company and the retail sector across the UK, influencing and interpreting the impact of public policy on retailing and town centres.

Sarah Hunter, Head of UK Public Policy, Google
Sarah Hunter is Head of UK Public Policy for Google. Her background is in Government where she was Tony Blair's Senior Policy Adviser on Culture Media and Sport in the No10 Policy Unit. Prior to Government, Sarah's specialism was broadcasting policy, and she worked for the BBC and Channel 4.

John Sillitoe, Product and Services Director, Mouchel
For the past 5 years, John has worked for Serco and Mouchel, leading the design and delivery of services to local government clients. These services include back office process outsourcing, design and maintenance of infrastructure (property and highways) and the delivery of organisation wide transformation.

Paul Cowling, Managing Director, RWE Renewables
Paul joined the npower renewables business as Head of Development where he was responsible for all new renewable development activity for Onshore and Offshore Wind, Hydro and Marine technologies. In February 2008 following the formation of RWE Innogy, the RWE groups dedicated renewable energy business, he was appointed as Managing Director of RWE npower renewables the UK arm of RWE Innogy.

Nigel Foster, Director, ARUP
Nigel is a Director of Ove Arup and Partners Ltd and leader of the Arup Planning business in the UK and Middle East. He is also one of the Directors leading the Arup office in Leeds. With over 25 years experience in the public and private sector, Nigel provides strategic advice on transport, regeneration and sustainability, and has been involved in numerous major development projects in the UK and overseas aimed at revitalising cities.

Iain Coucher, Chief Executive, Network Rail
Previously Managing Director of Network Rail, Iain Coucher became Deputy Chief Executive on the completion of the acquisition and took over as Chief Executive in the Summer of 2007.
Previously, Iain was Chief Executive of TubeLines, one of the preferred bidders for the London Underground public private partnership.

Andrew Barron, Chief Customer & Operations Officer, Virgin Media
Andrew Barron is Chief Customer & Operations Officer of Virgin Media. He joined Virgin Media in March 2008, and was Managing Director of Strategy & Corporate Development for six months before moving to this post.

Kanat Emiroglu, Managing Director, British Gas Business
Kanat is the Managing Director of British Gas Business (BGB). He joined the parent company Centrica plc in 2002 and headed up the Group Strategy and Planning function prior to moving to BGB.

Stuart Walton, formerly of Areva
President - Stafford Chamber Of Commerce (since October 2009). Member of Stafford Chamber of Commerce Board since January 2007 and member of NSCCI Council & Board since October 2008. At AREVA T&D UK Ltd he was High Voltage Systems Finance Director 2005 – 2009.

Stephen Burgin, ALSTOM UK
Steve Burgin has worked in engineering for over 30 years and now heads Alstom in the UK as Country President.
Burgin, 52, oversees the strategic direction and performance of Alstom in the UK and leads 5,000 employees across 30 UK locations. Under his direction, the UK business of Alstom is playing an important role in helping the country to meet its significant future needs in energy and transport.
Kathryn Oakley, Director of Public Policy & Affairs, BT Openreach
Kathryn Oakley joined Openreach on 7th April 2008 as Director of Public Policy and Affairs within the Equivalence, Regulatory and Public Affairs Team.
Kathryn was previously a consultant with Indepen, a strategy and economics consultancy.
