This report turns on its head the orthodoxy that larger firms can cope with the volume and frequent changes to employment legislation. The Government must take heed of this. Microexemptions and the ‘think small first’ principle are useful in some limited circumstances, but what we really need is Ministers and Departments to think ‘business first’. The current deregulatory drive and plans to reform the Tribunal system are good, but will be undone if in future years when economic growth is more assured, new regulatory burdens are allowed to be implemented.
