The LGA and BCC’s joint report, Back to Business: Local Solutions, points towards the direction this activity should take. Our research shows significant variety in how different localities perform during times of economic downturn. While national policy-making has a key contribution to make in addressing the recession, so do the efforts of councils and businesses working at a more local level, reflecting what will be the functioning economic area. As a result, in a number of areas, policies will require flexibility at the regional, subregional and local tier to ensure that decisions and delivery are taken at the most appropriate level.
